The proposed draft has been formulated in alignment with the ten key principles established during the first technical meeting, first of which affirms that CANNABIS IS A PLANT AND MUST BE REGARDED AND REGULATED AS SUCH, within the framework of Dominica’s specific socio-economic, agricultural, and public health priorities.

Our Journey So Far

Our strategic partnership began with our inaugural event on January 30–31, 2025, attended by the Ministry’s Permanent Secretary, underscoring our joint commitment. On April 2, 2025, the Government launched the National Cannabis Advisory Committee (NCAC), chaired by Dr. Kenneth Darroux, with ISC proudly serving on its Secretariat.

Since then, key milestones include:

  • National Cannabis Symposium (July 9–10, 2025): Policymakers, industry leaders, and global experts gathered to set clear guidelines, priorities, and actionable next steps.

  • ISC Caribbean Investment Dinner (July 10, 2025): This prestigious event connected leading regulators, high-profile international investors, and visionary cannabis entrepreneurs, generating concrete opportunities for investment and collaboration.

  • ISC Strategic Recommendations Report (August 2025): Following the Symposium, ISC delivered a comprehensive strategic roadmap with clear policy recommendations to Parliament, including regulatory frameworks, supply-chain structure, compliance measures, and investment incentives.

Structuring the Cannabis Supply Chain in Dominica

In partnership with the Government of Dominica, the International Society of Cannabis (ISC) is launching a government-endorsed Seed-to-Sale Pilot Project, setting the industry standard for cannabis cultivation, compliance, and commercialization in the Caribbean.

Build robust wholesale networks and efficient distribution channels that seamlessly link producers, retailers, and patients.

Operate certified retail locations, providing secure, professional patient access to prescribed cannabis products.

Deliver integrated security solutions, comprehensive insurance coverage, and effective risk mitigation across the entire cannabis value chain.
