The proposed draft has been formulated in alignment with the ten key principles established during the first technical meeting, first of which affirms that CANNABIS IS A PLANT AND MUST BE REGARDED AND REGULATED AS SUCH, within the framework of Dominica’s specific socio-economic, agricultural, and public health priorities.

We are proud to partner with the Government of Dominica through the Ministry of Agriculture to transform the local cannabis industry. Together, we are shaping policy, promoting community participation, and fostering innovation in cannabis cultivation, research, and business.
Our Partnership
Our partnership with Dominica’s Ministry of Agriculture began at our January 30–31, 2025 inaugural event—where the Permanent Secretary’s presence cemented our shared commitment to modernizing cannabis. On April 2, 2025, the Government launched the National Cannabis Advisory Committee (chaired by Dr. Kenneth Darroux), and ISC now serves on its Secretariat, overseeing progress and ensuring the Committee meets its objectives. Together, we’re drafting an evidence-based National Road Map, leading public consultations, and building a sustainable, regulated industry that empowers local farmers, supports entrepreneurs, and drives economic and public-health gains across the Caribbean.
